农村社会养老保险:进与退

农村社会养老保险十多年的探索 ,特别是其社会、经济与政策环境的变化 ,引起了作者对农村社会养老保险的进一步思考。本文分析了农村社会养老保险的现状 ,研究了实行农村社会养老保险的条件 ,认为就全国而言 ,农村社会养老保险应当有进有退 :在发达地区应积极推进 ,在欠发达地区则暂缓推行 ;并进一步提出了“进”与“退”

“职工平均工资”的困惑——兼论基本养老保险制度的完善

The employee’s basic endowment insurance system is tied up with the index:employees average wage.This index not only impacts the payment of the insurance fund,but also affects the payment ability of the employees in active service.However,at the present day the index employees average wage publicized by stat department cannot reflect the real wage that the employees get.This paper analyses the reason why this index cannot reflect the reality,and what it will bring to the employees basic endowment insurance system.On the basis of those analyses,we present several suggestions.

农民培训工程中的财政补贴分析

为农村剩余劳动力提供的各类培训,作为教育产品的一种,也具有外部性,这使财政补贴具有合理前提。在各地培训工程的实际运作中,主要采取了两类典型方式进行补贴,一类为现金补贴培训机构,一类为发行培训票证。本文对这两类补贴的经济影响进行了分析,并阐述了影响补贴效率的实际问题及政策改进。
