The factors include 8 items: internaleconomic power, the extent of internationalization, the function ofgovernment, financial environment, infrastructure, enterprise management, science and technology, national quality. The auhor thought thatthe main factors which caused its decline were: 1. The government organizations were too enormous, the low efficency of admimistration directly lowered the international competitive ability. 2. The backwardnessof financial systems could not adapt to the development of time. 3. Thetechnological advantages were not obvious, industrial technologies werenot high enough. 4.
