解读公安涉法上访(上)

自2005年全国公安机关开展开门接访以来,公安涉法上访案件的形势得到较大改观,但是从根本上有效解决和减少公安涉法上访问题仍然是摆在各级公安机关面前的一个重要课题。文章从公安涉法上访结构、公安涉法上访的新特点、引发公安涉法上访的主要原因、公安信访工作存在的主要问题等方面进行了分析,提出了解决公安涉法上访问题的对策。

Since the public security departments launched the movement of welcoming the appeals to the higher authorities for help in 2005,the situations of the public security’s appealing cases concerning the laws have been improved greatly.All the same,the vital task put in front of the public security’s departments is to effectively ravel out and cut down the problems of the public security’s appeals radically.The article makes the analysis about the appealing structures,the new features,the main causes leading to the appeals and the primary problems,then puts forward the countermeasures to resolve the public security’s appeals for help concerning the laws.

当前流窜犯罪的特点及打击对策

侵财案件比例升高,流窜犯罪嫌疑人的职业化趋势,以地缘和血缘为纽带而形成的带有区域性特点的犯罪团伙,选择交通便利的落脚点、向周围城市辐射、甲地落脚、乙地作案,不在犯罪地久留,团伙成员中女性和未成年人比例增加,具有地域性特点的逃避打击手段是当前流窜犯罪的新特点。针对这些新特点,要采取构建新形势下动态社会治安打防控机制,建立打击流窜犯罪的快速通道,转变执法观念,善待流动人口的新对策。
