A review of the research on strong higher education provinces reveals that it involves the connotation, characteristics, evaluation, and the construction of development strategies. lt is found that the concept of becoming a leading province in higher education can be defined from perspectives of semantics, slogans and higher education development. The characteristics include the quality and quantity requirements of higher education, also the comparative advantage in the comparison with other provinces and countries;The evaluation system often focuses on micro and macro index, input and output index;The related researches of strategies are full of diversities, involving the establishment of guiding concept and the construction of internal and external elements in higher education. Qualitative research method is often used in this topic. Throughout the literature review, becoming a leading province in higher education has the following characteristics: match with the era changing, systematization and have provincial features. To make the construction improved, we should draw lessons from the experience of foreign higher education development appropriately, so as to promote the development of higher education and even promote the development of a province. It needs to enrich the research methods by paying attention to quantitative and policy research methods;What’s more, it is necessary to mobilize the research enthusiasm of the central and west region in China to gather the strength for researching strong higher education provinces.展开更多
