In this paper, classification models are used as tools to make final decision. Furzy method provides the mathematical tools for quantitative analysis and dealing with arnbiguoua eoneepta. Analytic Hierarchy Process (AHP) is used to obtain the weight of each index and enables examinera to viaualize the decision process and obtain more reasonable evaluation values to solve some problems, An example is given at the end of this paper.

This paper presents an analysis of the effects of the Hangzhou-Ningbo Expressway (in Zhejiang Province of the People' s Republic of China) on the region' s economic development. An econometric model shows the estimated contributions attributable to the expressway have increased year by year. And statistical data indicate that the Hangzhou-Ningbo Expressway has promoted to some extent the region's economic devel-opment in various aspects.

STUDY ON MEASURE OF TECHNICAL INNOVATION ABILITY IN MEDIUM AND SMALL MANUFACTURING ENTERPRISES

Measure index system of technical innovation in medium and smallmanufacturing enterprises is established according to principles of exploration, adaptability,standardization, generalization, feasibility, comparability and combination of economic benefit andcontinual development. It includes index of technical innovation capacity, informationaladministration on technical innovation, and investment of technical innovation, economic benefit,green technical level, social contribution and other influential indexes. Approach to measure oftechnical innovation in medium and small manufacturing enterprises is presented based on combinationof grey relation and fuzzy hiberarchy analysis, and conclusions are drawn based on practicalanalysis of 20 medium and small enterprises, which provides the basis for the medium and smallenterprises to select technical innovation policies and the government to constitute relativepolicies.

An exchange rate determination model for central banks＇interventions in financial markets

We establish an exchange rate determination model for central banks' interventiorm in financial markets.The model shows that central banks can adjuct exchange rate by several policy instruments and that different instruments may have different effects on exchange rate determination.It specifies potetial policy instruments for central banks as well as their policy effects.Based on these effects,feasible matches of policy instruments in contingent intervention are put forth.

Optimal Control Policy for Environment withScience and Technology Stochastic Occur

In this paper, the control policy for environment with two kinds of irreversibility, which work in opposite directions and uncertainty of cost is regarded as an investment decision. By using real-option theory, the paper presents the model of the optimal control policy for environment under the science and technology that can reduce environment pollution stochastic occur. The paper has discussed the effects of changes in the various parameters on the critical value at which the policy should be adopted. The results show thatthe optimal control policy is quite sensitive to the science and technology which can reduce environment pollution stochastic occur, pointing to the importance of carefully accounting for its impact in determining the control policy for environment.

CGE Models and Tax Reform in China

Some domestic tax CGE models will be introduced and analyzied in this paper, followed by a summurization of the advantage and shortcoming in these works. Then the paper presents the areas for improvement of the domestic tax CGE model research including making the static model dynamic, incorporating the coordination of fiscal policy and menotary policy in model, improving the reliability of data collection and parameters evaluation, and adopting general acceptable softwares to solve them.
