Balanced scorecard (BSC) which links financial and non-financial, tangible and intangible, inward and outward factors can provide an integrated viewpoint for decision makers to select optimal new program projects. This study combines BSC with analytic hierarchy process (AHP) to help Taiwan Residents TV company managers make better decisions in new program projects selection. Moreover, the practical application of the proposed approach is generic and also suitable to be exploited for Taiwan Residents TV companies.展开更多

How to fast retrieve desired similar images precisely from the Internet scale image/video databases is the most important retrieval control target. In this paper, a cloud based content-based image retrieval (CBIR) scheme is presented. Database-categorizing based on weighted-inverted index (DCWII) and database f'dtering algorithm (DFA) is used to speed up the features matching process. In the DCWII, the weights are assigned to discrete cosine transform (DCT) coefficients histograms and the database is categorized by weighted features. In addition, the DFA filters out the irrelevant image in the database to reduce unnecessary computation loading for features matching. Experiments show that the proposed CBIR scheme outperforms previous work in the precision-recall performance and maintains mean average precision (mAP) about 0.678 in the large-scale database comprising one million images. Our scheme also can reduce about 50% to 85% retrieval time by pre-filtering the database, which helps to improve the efficiency of retrieval systems.展开更多

The basic messages of the current liberal prevention strategies aim to promote changes in individual behaviour so as to prevent HIV transmission. The strategies avoid any kind of regulation, prescription and controls, and trust solely on the readiness of the sexually active part of the general population, and in particular the “at-risk populations” to cooperate with those messages. However, only a small number of people have cooperated. The increase in the incidence of HIV over the past decade in the countries listed discloses the failures of the current prevention strategies. With respect to the goal of trying to influence those people prone to high-risk sexual lifestyles, and the injecting drug users, the prevention strategies have not had a meaningful effect in the long term. This is also reflected in the increase of other STIs such as hepatitis C, syphilis, and the human papilloma virus, which are worse when there is co-infection with HIV. The liberal prevention strategies turned out to be inadequate for the goal, and must be adjusted to real life situations to counteract their misuse. Meanwhile there are ample evidence-based measures which must be implemented into concerted efforts by complementing the current strategies with respect to a person-to-person bound infection. Medical care policies have to consider the non-adherence behaviour of those in need.展开更多

The viability of the handicrafts industry was greatly threatened along with there being a real possibility of losing this traditional heritage. Nowadays, green products are a growing trend in the fashion industry, and thus some Asian countries have realized the importance of using green products and its development of cultural creative assets. The literature/study of the styles of traditional Taiwan bamboo arts are rare but they are worth exploring. Therefore, the purposes of this study are as follows: (1) to explore the category of traditional Taiwan Residents bamboo column furniture; and (2) to explore the backgrounds, forms, and contents of traditional Taiwan Residents bamboo column furniture. The results show that: (1) traditional Taiwan Residents bamboo chairs can be divided into eight categories: stool, side chair, slant-back reclining chair, tai-shi armchair, pair of gong-po chairs, two-seat chairs, "mother & child" chairs, and other styles of chairs; and (2) traditional Taiwan Residents bamboo column chairs styles originate from early Chinese Fujian and Guangdong provinces, and these bamboo chairs' forms have imitated the wood furniture of the Ming and Qing dynasty furniture. However, the technology of the enclosed-pipe structure is a special handicraft skill that reflects the early Taiwan Residents' resourcefulness in farming and fishing. We hope this paper can promote relevant and practical foundation research and studies.展开更多
