Comprehensive Assessment and Promotion Policy of Producer Services' Competitiveness in Beijing City:A Comparative Analysis among Beijing,Tianjin,Shanghai,Guangzhou and Shenzhen

The five central cities-Beijing,Tianjin,Shanghai,Guangzhou and Shenzhen-of the three most important strategic regions in China,namely Beijing-Tianjin-Hebei metropolitan region,the Yangtze River Delta and the Pearl River Delta,are taken as a comparative analysis on urban producer services' competitiveness,especially focusing on the comparative advantages and disadvantages of producer services in Beijing.Firstly,based on an integrated indicator system including one objective hierarchy,four standard hierarchies and 35 indicator hierarchies,the study applies factor analysis model and analytic hierarchy process model reformed by entropy technology to measure the comprehensive competitiveness of producer services in the above five cities.Secondly,Beijing has comparative advantages of capital resource,industrial base,scientific research resource and market scale,since it takes the first place of the five cities in the comprehensive competitiveness of producer services,the competitiveness of industrial development,business environment and living environment,only inferior to Shanghai in the competitiveness of talent capital.Thirdly,Beijing has comparative disadvantages in the level of producer services development,urban innovation capability and living environment.Finally,five proposals are put forth to enhance the competitiveness of producer services in Beijing,namely perfecting the system of laws and statutes,supporting the development of industry association,implementing scientific development planning,introducing preferential fiscal and taxation policies and strengthening human capital reserve.

Promoting High-Quality Development of Innovation and Entrepreneurship

With the implementation of a development strategy to promote widespread innovation and entrepreneurship,a new wave of innovation and entrepreneurship has emerged,characterized by increased innovation efficiency,greater enthusiasm for entrepreneurship,and a growing number of leading companies.However,it is still worth noting that China’s innovation and entrepreneurship development continues to suffer from certain weaknesses,namely,a high level of dependence on core technologies of foreign countries,the insufficient application of technologies to industries,a weak foundation for innovation,and institutional inadequacy.

Structural labor shortage amid labor surpluses

This paper presents a summary of the characteristics of China's rural labor force based on data from the 1996 and 2006 agriculture censuses.In this paper,we re-estimate,compare and analyze China's rural labor surplus at national and provincial levels using the labor-hour conversion method and the standard structural approach.Taking economic cycle fluctuations into account,we also investigate the root causes for the co-existence of a migrant worker shortage and an agricultural labor surplus.Our study indicates that we can make realistic judgments about rural labor supply and demand only by removing short-term disturbing factors associated with economic boom and bust cycles.

Major problems with service industry development in China and suggestions for the thirteenth five-year plan

This paper analyzes the roots and nature of problems in China’s service industry development.Given the background of a changing environment for the service industry,the author raises several policy suggestions for growing the industry during the 13th five-year plan period:encouraging a strategy that shifts priority from manufacturing industry to the service industry;strenthening research on strategy,plan and policy about the development of service industry;providing stronger policy support for clustering in the service industry;and actively implementing pilot and demonstration projects for institutional and systemic reform of the service industry,and strengthening human resource training and development to firm up industrial foundation.
