In recent years, India-US security cooperation has accelerated, overall defense cooperation framework has become increasingly mature and has been continuously updated with the times. The scale of India* s imports of weapons and military supplies from the United States has continued to expand, and India-US joint military exercises have deepened. Since the Modi government took office in 2014, it has signed two basic military cooperation pacts with the United States, paving the way for further upgrading the two countries' defense cooperation in the future. India-US counter-terrorism cooperation is starting from scratch and continuing to deepen, further expanding the contents of their security cooperation. India-US close security cooperation has had a serious negative impact on India’s overall foreign strategy, especially its tradition of long-standing strategic independence. It has eroded material and institutional foundations for India ’ s strategic autonomy, and deteriorated India’ s geostrategic environment, which is not conducive to realizing its dream of being a great power. 展开更多

In stark contrast to the increasing geopolitical and geo-economic value of the Indian Ocean, the effects of regional governance mechanisms are less satisfactory than expected to address the intertwined traditional and non-traditional security threats. The international community should, based on existing security mechanisms, work to build a kind of governance that is more open, inclusive, pragmatic and sustainable. 展开更多

Since 2020,the Modi government has sought to implement the policy of industrial substitution for China as an important approach to economic autonomy and industrial rejuvenation.Based on the Modi government’s industrial policy practices, its substitution policy for Chinese industries comprises three parts.A favorable domestic political ecology,an encouraging geostrategic environment, and a relatively solid industrial foundation provide the Modi government with the conditions and confidence to implement this policy.Nevertheless, owing to the conservatism of India’s domestic political culture, expediency in helping and appeasing India by the US,reversal of economic globalization, and sustainability of China’s industrial policy to break new ground,Modi’s substitution policy for Chinese industries has found limited success. However, considering India’s substantial economic size and the strategic support of the US and other developed nations in the West, the Modi government’s substitution policy for Chinese industries can still disrupt China’s efforts to build and maintain a healthier production chain. 展开更多

Pakistan,China’s all-weather strategic cooperative partner, has recently undergone a significant adjustment in its major country diplomacy, particularly in its policies toward the United States and Russia. The triangular relationship among Pakistan, the United States, and Russia has changed from a previous severely unbalanced state,in which the Pakistan–United States relationship is stronger and the Pakistan–Russia relationship is weaker,to a relatively dynamic equilibrium state in which the Pakistan–United States relationship declines while the Pakistan–Russia relationship rises. At the same time, although Pakistan’s policy toward India and China has continued the central tone of Pakistan–India confrontation and Pakistan–China friendship, several new changes and trends have emerged. While Pakistan–India relations are generally tense,Pakistan has performed active management of crises to keep conflicts from getting out of control and leading to war or other combat.Pakistan has long actively maintained friendly relations with China and is focusing on promoting practical cooperation in the form of the China–Pakistan Economic Corridor. The current round of adjustment to Pakistan’s major country diplomacy stems from multiple internal and external factors.Externally, the United States has begun to promote its“Indo-Pacific”strategy,and the Ukraine crisis has played a catalytic role as well.Internally, these changes can mainly be ascribed to the major changes in Pakistan’s leadership,as well as the country’s severe domestic political and economic challenges,as well as the urgent need for external support, especially from major countries,to improve the domestic situation.Pakistan’s major country diplomacy adjustment has had relatively obvious geopolitical and security impacts so far at the global and regional levels, but it is limited by the international situation, its own strategic orientation, and national conditions.Pakistan’s relations with major countries continue to face structural challenges. 展开更多

Among the major countries in the world,Russia and India are two that have always maintained relatively stable relations. However, recent years have witnessed profound transitions in the regional and global strategic environments, hence increasing divergence between their foreign policy strategies.Furthermore, the traditional drivers of cooperation between the two countries are weakening, such that their disagreements are accumulating in plain sight.Their perceptions and policies surrounding the Indo-Pacific,in particular, have created significant strategic discord. In the foreseeable future, the foundational basis for strategic cooperation between Russia and India will not be fundamentally shaken, but reversing the trend of their drifting foreign policies will prove to be difficult. The gap between the two sides will continue to exist and is likely to further enlarge. The trajectory of Russia-India relations will entail changes in the international and regional landscapes.Overall,a stable Russia-India relationship is in China’s best interest. 展开更多

The Behavioral Logic behind India’s Tough Foreign Policy toward China

Conflict between India and China at the Galwan Valley has brought their bilateral relations to the lowest point since the border war in 1962.Although this conflict appeared incidental,it in fact was the inevitable result of India's tough foreign policy featuring"high risk, high yield"pursued by the Modi administration toward China. The subsequent measures of India's tough diplomacy toward China have become more frequent, reflecting both a desire to seek revenge and a deep level of India's logic.Such logic considers not only the policy inertia of India's long-term pursuit of absolute security and dominance in the regional order.but also the intention of Modi's government to overtake China by taking advantages of India's favorable external strategic environment. The existing structural contradictions in China-India relations and the right-leaning tendencies in India's domestic political ecology have laid the groundwork for this conflict to occur and for the Modi administration to pursue a tough foreign policy toward China. This conflict has once again shown the rapid decay of the existing operational mechanism and architecture of thei bilateral relations, which can no longer smooth over the complex interactions between the two major emerging neighbors. As a result, the moment has arrived for China and India to restructure their relations, otherwise their relationship can hardly be continued. 展开更多

The increasing engagement of European powers in the Indian Ocean has turned the region into a hotspot where strategic coordination and policy differences among major powers are intertwined. While leading to significant changes in the regional landscape, challenges remain that restrict the outcomes and prospects of the engagement. A “soft” strategy is expected to make up for the deficiencies in “hard” input, and India’s strategic position will grow as it looms as the focal point for partnerships with European powers in the region. 展开更多
