The Impact of Water Price on the Financial Sustainability of the Palestinian Water Service Providers

The impactof water sales price on the performance of water service providers is typically something of a mystery. High prices mean more revenue and profit;but it may lead to less bills collection and encourage the illegal connections. Yet, this argument has not been fully addressed in the Palestinian water sector;this research evaluates the effect of average water prices on the financial sustainability key indicators as collection efficiency, profit or loss percentage, non-revenue water, staff productivity, daily consumption, operating, and maintenance cost. The average price of cubic meter sold is segmented into low, medium, and high categories. Multivariate analysis shows that there are significant differences in profit or working ratio, daily consumption, and operating cost based on the different price categories. Further significant differences have been found in non-revenue water, collection efficiency, and water production based on low and high price categories. On the other hand, no significant difference has been found in staff productivity. The results show high price set by Palestinian water providers, leads to an increase in the bill collection rate and profit margin. However, negative relationship has been found between the price on one hand, and non-revenue water, average daily consumption, and water production on the other hand. The implication of these findings reveal that the Palestinian water providers should increase water prices gradually to cover operating and maintenance cost for better financial performance and sustainability. 展开更多

Protecting the Groundwater Environment of Tulkarem City of Palestine from Industrial and Domestic Pollution

Domestic sewage, solid waste, industrial activities, and excessive use of fertilizers and pesticides are the main sources of pollution that threaten the main groundwater aquifers of Tulkarem City of Palestine which add to the problem of water scarcity already experienced by the Palestinians in the West Bank. These aquifers are a vital groundwater resource that provides high quality water. This paper presents the findings of the “Pro Aquifer” project funded by the EU, which aims to reduce groundwater polluting activities in the main municipalities such as Tulkarem. The scientific research of this paper was conducted on the potential and existing sources of groundwater pollution that threaten the Aquifer. GIS tools as well as vulnerability, hazard and risk mapping and pollution modeling were used to examine the impacts of pollution to the groundwater resources in the study area. The local-scale pollution transport model was developed to define the general characteristics of the groundwater flow system as well as to consequently assess the future transport trends of pollution in the groundwater water system of the Tulkarem area. The outputs of this scientific research were used to establish policies and guidelines for reducing water and environmental pollution in Palestinian municipalities. The recommendations produced aim to help Palestinian municipalities prevent pollution of the critical trans-boundary groundwater resources that underlie Tulkarem City. These guidelines provide a methodology to help municipalities begin solving the environmental issues they face. The goals of these guidelines are to protect and prevent further deterioration of the resources of the Mountain Aquifer and to enable and empower municipal officials and staff to achieve these goals. 展开更多

Using Nonconventional Water in Irrigation of Olive Trees and Its Effect on Olive Oil Properties

The response of olive orchard with same age and type to irrigation with treated municipal wastewater and freshwater was investigated in three years. Physical and chemical properties of the treated municipal wastewater reuse in agriculture (the effluent) produced by the Sheikh Ejleen wastewater treatment plant in Gaza Strip, freshwater, soil, and olive oil were determined and compared with Palestinian and international standards. The biological oxygen?demand (BOD) of Sheikh Ejleen effluent is 60 mg·l-1, which indicates low quality effluent. The results indicate that most of olive oil quality parameters—including heavy metals and trace elements for both fruits irrigated with treated wastewater or irrigated with freshwater—fall within the acceptable standard limit values. Moreover, soil analysis shows that organic content and cation exchange capacity were improved in soil irrigated with treated wastewater in comparison with that irrigated with freshwater. The results also show that there is no trace elements or heavy metals accumulation in soil. 展开更多

Groundwater of North West Bank in Palestine was assessed for pollution with trace metals by ICP/MS. The samples were analysed for their pH, electrical conductivity, total dissolved solids, and different trace metals content. The pH, electrical conductivity, and total dissolved solids of all water samples were found to be within the US Environmental protection Agency limits. Results showed that the concentration of nine trace metals (Cr, Mn, Ni, Cu, Zn, Mo, Pb, Cd, and Al) is within the WHO limits in drinking water (50, 500, 20, 2000, 3000, 70, 10, 3, and 200 ug/L, respectively), however six metals of them (Cr, Mn, Ni, Cu, Mo, and Al) were detected in 100% of the samples, while Pb, Cd, and Zn were detected in 80%, 60%, and 20% of the samples, respectively. On the other hand, Tl which is a very toxic heavy metal with allowed WHO limits of 0.01 - 1 ug/L is detected in 100% of the water samples analysed with a range of 0.02 - 0.12 ug/L. It indicates that such concentration levels of Tl would be harmful to the human being drinking the water. In general, 82% of all samples analysed contained one or more of the 12 metals studied each in varying concentration. Results of this study suggest a possible risk to the people of the study area given the toxicity of heavy metals, and the fact that for many people in the study area, groundwater is a main source of their water supply. 展开更多

Groundwater quality is a major environmental aspect which needs to be analyzed and managed depending on its spatial distribution. Utilization of insufficient management of groundwater resources in Gaza Strip, Palestine, produces not only a reduction in quantity but also deterioration in quality of groundwater. The aim of this study is to provide an overview for evaluation of groundwater quality in the Gaza Strip area as a case study for applying spatially distributed by using Geographic Information System (GIS) and geostatistical algorithms. The groundwater quality parameters, pH, total dissolved solids, total hardness, alkalinity, chloride, nitrate, sulfate, calcium, magnesium, and fluoride, were sampled and analyzed from the existing municipal and agricultural wells in Gaza Strip;maps of each parameter were created using geostatistical (Kriging) approach. Experimental semivariogram values were tested for different ordinary Kriging models to identify the best fitted for the ten water quality parameters and the best models were selected on the basis of mean square error (MSE), root mean square error (RMSE), average standard error (ASE), and root mean square standardized error (RMSSE). Maps of 10 groundwater quality parameters were used to calculate the groundwater quality index (GWQI) map using the index method. In general, the results showed that this integrated method is a sufficient assessment tool for environmental spatially distributed parameters. 展开更多
