However, there are stillmany problems. It has been slow in attracting non-governmental investment, in theimprovement of investment climate, regional industrialization and in opening up to theoutside world. It is, therefore, necessary to make adjustments to the western Chinadevelopment strategy during the remaining years of the Tenth Five-Year Plan period (2001-2005) and during the Eleventh Five-Year Plan period (2006-2010), make greater efforts inreform and opening up, improve the investment climate, accelerate the pace of industrializationand attract more non-governmental capital from at home and abroad.展开更多

The analysis shows that over the last two decades, theChinese interbank market has developed from an anarchic funding situation to a robustmodern interbank market, allowing for an efficient allocation of short-term funds andsecuring short-term liquidity for banks. And with the reforms of the interbank fundingmarket, an efficient allocation of medium-term funds between institutions and regions shouldbe achieved. However, the large non-performing loans (NPLs) of Chinas banks still posea major impediment to full liberalization of interest rates. Hence, the Chinese regulatoryauthority is still reluctant to speed up the necessary interest rate reforms.展开更多
