Over the past fifty years and more, major changes have occurred to China-Africa peace and security cooperation in content as well as in importance. In studying China-Africa peace and security cooperation, though mainly observed from the prospective of protecting Ghina＇s legitimate overseas interest, it is more significant to explore China＇s innovation on concepts and modes of sup- plying public goods for international security. It is due to the fact that only by innovating on concepts and modes of supplying public goods can it advance interest of others while advancing that of one＇s own so as to truly construct a still closer community with a shared future between China and Africa.

We are now at a crucial moment of developing digital economy.Countries around the world are striving to strike a balance between enabling innovation and enhancing regulation.While digital economy,which is cross-border in nature,calls for higher-level regulatory integration and network effects,digital technology-related security issues have caused widespread concerns and regulation remains fragmented or even contradictory.

Innovative Partnership: Forging a New Growth Point of Global Partnership Network

In recent years,innovation has played an important role in China’s process of building a global partnership network.Since 2013,China has established an“innovative strategic partnership”with Switzerland,1 and an“innovative comprehensive partnership”with Israel.2 China have jointly proposed an“innovative partnership of mutual benefit”with Germany,3 a“China-UK innovative partnership”with the United Kingdom,4 and a“future-oriented new-type cooperative partnership”with Finland.5 Portugal,Spain,Czechia,Russia,Brazil,the United Arab Emirates,and Singapore have also actively responded to China’s offer to initiate innovation-centered cooperation,highlighting various elements of innovation in each of their joint statements on partnership.By focusing on innovative cooperation,China promotes the establishment of more equal and balanced partnership,and enriches the connotations of a global network of partnerships.

Innovations in marine technology and potential needs for Arctic governance

The Arctic is a region of major significance in the Earth system,particularly important for global climate and international maritime governance.As human activity,relying on manufactured equipment,steadily increases in the Arctic,technological innovations for marine equipment must support the gradually more stringent requirements for future Arctic governance.In this review,four categories of innovations are analyzed,namely:innovations driven by traditional thinking,innovations for environmental protection,innovations for practical application,and innovations for observing information systems.Two examples of international regulations,the Polar Code(adopted in 2014)and the International Standard for Arctic offshore structures of the International Organization for Standardization(ISO 19906,first published in 2010),are selected to illustrate successful international cooperation efforts for Arctic marine innovation.This work provides a basis for discussion on technology development,governance efficiency,and international cooperation in the Arctic.

Patterns of international governance in the Arctic and China's approach

The process of rapid change in the Arctic is creating both opportunities and challenges. This paper highlights interactions between different actors in the Arctic in response to multidimensional environmental, political, commercial, and human challenges. It shows that international governance in the Arctic can be characterized by global, multilateral, and regional patterns derived from different mechanisms such as the Arctic Council or the Ilulissat declaration platform, and these interactions are based on common acknowledgment of challenges, mutual interests, and coordinated actions. The paper also examines China＇s participation in international governance in the Arctic. Distinguish from non-Arctic states in a general sense, China as an important stakeholder has both the rights and the capacity to be engaged in multilevel governance patterns. The substantive contribution of China＇s participation--an explorer in scientific cooperation, a pioneer promoting environmental protection, a potential consumer and investor in relation to economic opportunities, and a promoter of local development^are deeply interdepended with the future of development of three ~overnance patterns relatin~ to international ~overnance in the Arctic.
