Two issue...This paper attempts to evaluate the targeting accuracy of anti-poverty programs in ruralChina by analyzing the county data and the unique household data collected from 592nationally designated poor counties. Two issues will be investigated: the targeting accuracyof poor county selection in the 2001 designation and the targeting accuracy of povertyalleviation funds allocated for poor counties and households within the counties. We havemodified the Targeting Count Gap and Targeting Count Error, where the results from themodified TCE indicate a fairly considerable improvement in targeting accuracy in the 2001designation. On the provincial level, we found that one-half of the provinces allocate fundsequally among counties no matter how high their income per capita. We did not find evidencethat poor households obtain more funds than other households.展开更多

Chinas manufacturing industry has played an important role inthis process. Many industries in China have attained a relatively high level of interna-tional competitiveness due to low production costs and low prices. But the competitive-ness of Chinese individual enterprise is still quite weak. In terms of technology, the mostviable path for China to purse is to introduce and digest. OEM will be a convenient andpractical choice for Chinese enterprises to maintain and improve their competitiveness.Chinese enterprises should seize the opportunities of industrial re-location of the multi-nationals and become part of the international labor division system and integrate them-selves into the world production value chain.展开更多

After discussing the main obstaclesto implementation of independent directorship of Chinas listed companies, the authorpoints out several measures that must be taken in order to enhance the effectiveness ofboards of directors. Themain conclusions are:(1)with tradeand investment liberalization after China’s WTO accession, competitive advantages of transnational corporations haveplayed an activerole. Underthis circumstance, indigenous firmsdepend heavily upon multinationalcorporations byestablishing jointventuresand introducing new models. (2) Asa result ofstrategic adjustment, China’s car industry willtransform from an independent industry into a dependent one. (3) Under pressure from the competitive advantages ofthe dominantmultinationalcorporations, infantindustries and enterprisesof developing countries need, fortheirdevelopment, more supportfrom local government.
