China has made great progress in recent years in contemporary Russian research. However, because of changes in the two countries'national interests there is much more work to be done. The historical significance of Russia's recent social transition and the implications for China mean that Russia research should be both wide-ranging and profound. Chinese scholars specializing in Russian studies should focus not only on strategic trends in politics,economics and social development,but also on the minute details of the changes Russia has undergone.New angles and new methodologies are required for Russian studies.

The Prospects of Russia-US Relations and its Implications

Amid intensifying China-US competition and a global power shift accelerated by the novel coronavirus pandemic,combined with major ongoing transformations in the international landscape,the trajectory of the relationship between Russia and the United States has become critically significant,not only to China,but also to global strategic stability and the prospects for reform of the international order.What policy will the US under the Biden administration adopt toward Russia and how will the latter respond?Will Russia-US relations further deteriorate or witness a rebound?These questions and their potential influence on international politics demand our close attention.

Russia-U.S. Rivalry in the Context of Power Imbalance

Compared to Soviet-U.S.relations of the Cold War era,contemporary Russia-U.S.relations are less decisively influential in shaping the global strategic situation.While evolving,the new relationship between the two sometimes registers dramatic events—Syria and Ukraine,for example—that seem to endanger a proposed ＂reset＂ of their bilateral relations.This reset,first mentioned during the presidencies of Dmitry Medvedev in Russia and the first term of Barack Obama in the U.S.,was not launched.Since the onset of the global financial crisis,the international strategic situation has further readjusted,and big power relations have remained out of equilibrium.Progress toward improved relations witnessed ＂apathy＂ after Vladimir Putin returned to power.Both countries pay less attention to each other in their respective foreign agendas but they are wrestling fiercely in the fields of politics,security and geopolitics in spite of an accelerating imbalance of strategic power.

Ponder over the Changes in Sino-Russian-U. S. Ties

Some changes have indeed taken place in international situation from September 11 to Iraq war. Changes in big power relations in particular have given food for thought. The next 5-10 years will be a pivotal period in which China will implement its'11th Five-Year Plan'and accelerate its construction of'a moderately prosperous society.'It will also be an important period for Russia's resurgence.Sino-Russian relations are therefore facing new challenges and will be steadily developing.Under these new circumstances, clearly defining China's national interests in Sino-Russian relations will be an important prerequisite of ensuring the healthy and stable development of bilateral relations and of safeguarding China's peace and security.For the foreseeable future,China's national interests in Sino- Russian relations will be the further consolidation of mutual trust between the two countries and increasing Sino-Russian security cooperation so as to maintain peace and security in China 's northern border areas.As the two countries are both in a phase of social transformation,they can nevertheless learn from each other throughout this process.China will continue promoting diversity of cultures and the multi-polarization of world.China should also exploit Sino-Russian economic cooperation and try to frame a joint strategy with Russia in order to achieve common development and prosperity.Consequently,the two countries will be able to march forward side by side along the path of economic reforms and structural adjustment.'In the 21st Century,China and Russia not only need to maintain a good neighbor relationship and guarantee their joint security,but also build a closer cooperation in their common development.

No matter what period of history we choose, tsarist Russia or the Soviet Union, historically, Russia has wielded great power over bothEurope and Asia. However, this changed with the break-up of the Soviet Union. Over the past two decades, although Russia has played a major role in Europe and Asia with the support of the CIS and various mechanisms, its power has only been a fraction of that it held before. Aider Putin became president in 2000, he tried to integrate the different mechanisms of the CIS with varying success. Russia restructured the Collective Security Treaty Organization （CSTO）, but this is still far from Putin＇s goal. In October, 2011, Putin suggested setting up a Eurasian economic union using the framework of the CIS. It would be a much higher level organization than the CIS and have a much broader scope. Putin＇s initiative prompted strong reactions both for and against. Those who supported him called it ＂rain falling in a time of drought＂ as it would substantially boost Russia＇s self confidence and rebuild its image on the world stage as a superpower. Those who opposed it described it as Russia＇s colonial ambitions and a plan to restore the Soviet Union. This paper attempts to analyze the reasons behind this initiative of Putin＇s, the likelihood of its realization, and the impact it would have on the relationship between China and Russia and on the SCO.
