In this study, it investigated the existence of differences between the characteristics of these two categories. The main objective is to investigate the influence of financial effectiveness regarding those areas falling under state jurisdiction with the greatest room for improvement. Specifically, in Municipalities with ineffective financial management, local employment was notably considered to be the area with the greatest margin for improvement. Additionally, 21% of mayors of Municipalities with effective fmancial management consider that the state area of responsibility with the greatest capacity for improvement is that of attracting private investment. Moreover, the influence of financial effectiveness regarding the areas of competence of Greek Municipalities with the greatest room for improvement has a similar pattern. According to responses from mayors in Municipalities with ineffective fmancial administration, the areas of competence with the greatest room for improvement are provision and maintenance of infrastructure (23% of responses) and attraction of private investment (19% of responses). Accordingly, responses from mayors in Municipalities with the highest financial performance indicate that the areas of competence with the greatest room for improvement are provision and maintenance of infrastructure (21% of responses) and attraction of private investment (20% of responses).展开更多

Such increase should result in making them more attractive to students, improving teaching quality, and finally ensuring higher levels of research and innovation. Universities will not become innovative and responsive to change unless they are given real autonomy and accountability. This requires new internal governance systems based on strategic priorities and on professional management of human resources, investment, and administrative procedures. The purpose of this paper is to evaluate the relationship between education and scientific activities of universities. The said interrelation was analyzed both from the perspective of the university's main sources of revenues (i.e., subsidies), as well as from the perspective of financial results generated by the university's internal units. The paper's objective determines the choice of research methods, based on critical, comparative, and descriptive analysis. The paper contains elements of deductive reasoning. The authors' analysis showed a strongly negative correlation of research performance to educational performance. The structure of algorithms used to calculate the subsidy paid to a given university may suggest a negative correlation between its revenues from educational activity and those from research. However, by analyzing the variability of revenues vis-a-vis the main components of algorithms used to calculate the subsidy one can conclude that revenues from research and from education are not interrelated. This lack of any relationship could be explained by considerable inertia of the subsidies. Changes in key algorithm components do not have a proportional effect on the amount of available subsidy.展开更多

It is Michigan model. 1st definition relates HRM with strategic management. i.e., HRM affects firm-level strategies. Second definition is made by Wright and McMahan (1992). It relates HRM with performance. There exists direct relations between HRM and firm performance. Innovation capability of human resources provides of linear relation between HR and performance. HR make innovations, and it increases firm performance. This is linear relations in American HRM (HR (innovation)→ performance). This study makes 3rd definition in SHRM. It relates performance with HR systems. Accordingly, HR applies HR systems in organizations that increases employee’s individual performance. and individual performance has impact on firm performance. In 3rd definition there is relation between HR system and performance through individual performance. Moderator is individual performance.展开更多

A new approach focusing on "human security" principles based on freedom, dignity, justice, equality, solidarity, tolerance, and respect articulated in the millennium declaration is needed. Achieving this requires a more integrated, inclusive, and comprehensive development framework that is able to analyze and understand the context with its progress and setbacks. The paper realizes that measuring MDGs achievement does not only need a comprehensive integrated approach, but also a defmition of risks and challenges that the region faces. Issues like poverty, inequality, unemployment of graduates, personal and collective insecurity due to conflict, migration, and brain drain, food insecurity, and gender inequality are all issues that need to be redefined when analyzing the region to suit the context. The paper concludes that in order to understand the context, re-definition of concepts like poverty reduction, participation, and empowerment is needed to make concepts more relevant to the context. Lastly, the paper reflects the new call from youth for a new development model that is not based on market economy, ends political economy of the rentier states, and emphasizes a productive oriented economy that is able to generate employment and decent work. It also emphasizes democratic governance as an only path for a sustainable participatory development that can realize ambitions and aspirations of the majority of population.展开更多

System configuration is a cumbersome and fault sensitive task while setting up systems in a broad range of business applications like ERP (enterprise resource planning) and other workflow-systems. Given a generic process or workflow model in YAWL-notation (yet another workflow language) or any other process modeling language like business process model and notation or WFMC (workflow management coalition), it could be stated that, by using a set of reduction rules as introduced, it is possible to generate a hierarchically structured tree of sub graphs of the workflow graph-representation. According to the notation used, authors call these sub graphs facts. The tree structure of the graph-representation on one hand and the logical relation between the branches and leafs of the tree on the other can be utilized to create a set of constraints and dependencies among the single facts. Some researchers showed that the nested branches can be associated to (predefined) questions with respect to the configuration of a workflow management system, for instance an ERP-application. They presented an algorithm which dynamically sorts the questions and answers in a maximum efficient configuration path, while working through the corresponding questionnaire. By combining the different elements as facts, constraints on questions, and configuration space, it is thus possible to algorithmically generate the efficient structured and interactive questionnaire for the configuration of workflow systems and algorithmically check the consistency (dead lock free, free of synchronization structural conflict) of the underlying workflow model. The concept was tested in the prototype of the interactive questionnaire for configuration of the web-service based ERP-Application Posity.展开更多

Research questions are quantitative models may increase effeciency of HR professionals, and mission of HRM field is to develop positive organizational psychology in employees. Organizational psychology is important research field in British academy. Further, simplex methodolohy is presented by G. B. Dantzig after World War II in order to solve linear programming. First of all, goal function is established in simplex, which is to maximize firm performance in this paper. Secondly, limits of problem are determined. Main limits in applying HRM in organizations might be HR professionals and top management. For example, SHRM (Society for Human Resource Management) of USA organizes programs for increading competency of HR professionals. Further, top management may impede on effectively applying HRM in organizations. Therefore, both of them may establish limits of simplex function. Research methods of study cover in-depth literature review in HRM field, and study has qualitative research dimension. Data analysis reveals that HRM may consist of three figures: they are individual performance, talent management, and organizational psychology. To conclude, HRM is appled in organizations to develop individual performance, talent management, and organizational psychology.展开更多

文摘The concept of higher education development allowing universities to make full contribution to the Lisbon Strategy, assumes an increased competitiveness of European universities. Changes in key algorithm components do not have a proportional effect on the amount of available subsidy.
文摘A green economy is an economy that aims to reduce environmental risks and ecological scarcities, and that lines up sustainable development without degrading the environment.Waste can be solid, liquid,or gas and each type has different methods of disposal and management.Since the common principles of management are efficiency and fairness,Blockchain as a peer-to-peer concept with a consensus mechanism is suitable for waste management. The paper presents the first stage of project“Blockchain in solid waste management”.From several points of view a review of solid waste management is performed,in which the blockchain has the major role:(1)problem definition and possible solutions;(2)Blockchain applications in solid waste management;(3)blockchain applications for different solid waste types;(4)blockchain elements for waste management;(5)blockchain in cooperation with other technologies. The author syntheses advanced sorting process, models of Blockchain in solid waste trading, and three use cases with selected granularity. The used design methodology is unified modelling language:activity diagrams and communication diagrams. The author applies the principles of supply and demand. The models are intended for business developers, university professors, and students.

文摘Understanding the dynamics of decision making in the right way is an important problem for the management of organizations. In today’s business life organizations are becoming more complex, and the environments they are operating in,are becoming increasingly uncertain. The aim of this paper is to contribute to the understanding of the dynamics of managerial decision-making process in complex internal and external environments by sharing the results of an empirical study(Onuk,2009).While taking the levels of the organizational structure as one of the important dimensions of complex internal environment, complex external environment is reflected within the study as economic crisis.Using the survey tool developed by Onuk(2009),the empirical study realized in the Turkish organization of a large global company investigated decision-making process to understand how decision-making authority for different types of decisions, identified as strategic, tactical, and operational level decisions, was distributed throughout the organization levels, and how this distribution was impacted by economic crisis. The results of the study confirmed the following common expectations:(1)Strategic decisions are mostly taken at upper hierarchical levels of the organizational structure;(2)during times of economic crisis strategic decision making is centralized;and(3)during times of economic crisis distribution of decision-making authority is concentrated at upper management levels.
文摘First definition of SHRM is made by Devanna, Tichy and Fonbrum (1981, 1984). Moderator is individual performance.
文摘The paper addresses the failure of renewing the same millennium development goals (MDGs) format in measuring achievement in a region like the Middle East and North Africa (MENA) region which is drastically being transformed. It also emphasizes democratic governance as an only path for a sustainable participatory development that can realize ambitions and aspirations of the majority of population.
文摘A concept is introduced in this article which has strong practical impact for computer aided system configuration. The concept was tested in the prototype of the interactive questionnaire for configuration of the web-service based ERP-Application Posity.
文摘We have shown that cornerstone articles considering effects of corporate debt on the firm value and constituting the basis of the trade-off theory of capital structure are wrong.Their main mistake is in ignoring the business securing expenses(BSEs).In the framework of the extended Merton model(EMM),we consider the cumulative effect of debt and corporate taxes on the firm value and its survival,in other words,we revisit Modigliani-Miller Proposition 3(MMP3).We show that(1)debt affects the firm value and its survival,(2)this effect is negative, diminishing the firm value and its chances to survive,(3)the pressure increases as the debt grows provoking the firm’s default,(4)the main factors depressing the levered firm are its debt payments added to the BSEs of the identical unlevered firm and the length of debt maturity,(5)corporate taxes cause development of positive skewness in the asset distribution, but do not affect the location of this distribution in the asset axis. The presented model helps estimate the consequences of choosing this or that level of debt in the presence of corporate taxes and can make a useful instrument for practicing financial managers.
文摘Resarch topic of paper is lienar and simplex analysis in human resource management field. To conclude, HRM is appled in organizations to develop individual performance, talent management, and organizational psychology.
